I have worked at the polls in San Clemente during several years.

Voter fraud was not an issue.  The surprising thing was that many registered voters did not turn out to vote, especially for midterm elections when voter turnout was abysmal.  

I remember one lone voter coming to the polls one afternoon who remarked, “I’m the only one? And people complain about the people in charge! Then, when they have an opportunity to do something about it, they don’t bother to vote!”
